The Government of India has introduced certain changes to the e-migrate system in regard to the recruitment of female domestic workers for employment abroad.
Six state government agencies have been allowed to carry out recruitment for foreign employers to curtail the role of irresponsible recruitment agencies.
They are (i) Norka Roots, Kerala; (ii) Overseas Development Employment Promotion Consultants, Kerala; (iii) Overseas Manpower Corporation, Chennai (iv) Uttar Pradesh Financial Corporation; (v) Overseas Manpower Company Andhra Pradesh; and (vi) Telangana Overseas Manpower Company.
Employers of female domestic workers and recruitment agencies have been pointing out that the financial guarantee of 1,100 rials, a deposit to be made with banks, has been a key factor in discouraging recruitment of Indian female domestic workers through the e-migrate system.
The Indian government has decided that the requirement of bank guarantee stands waived with immediate effect for employers recruiting female domestic workers through any of these six agencies.
The recruitment of housemaids from any other recruitment agency in India will continue to require a bank guarantee of 1,100 rials and a NOC from the Embassy.
All Omani recruitment agencies must carry out the recruitment of Indian female domestic workers through the e-migrate system (www.emigrate.gov.in).
