The plenary session of Parliament this week, scheduled between this Wednesday and Thursday, will address the processing by a single reading of the bill promoted by the Comuns to introduce measures to contain speculation in tense market areas.
This debate will take place after Junts and PP announced this Tuesday that they will send the text to the Consell de Garanties Estatutàries (CGE), considering that it raises aspects that, in their opinion, violate rights and clash with the Constitution.
Despite this announcement by Junts and PP, the plenary session retains the ability to decide whether to continue processing by a single reading: if the mechanism moves forward, the groups will be able to register amendments and, in a later phase, they will be able to submit the norm to the CGE, whose opinions are not binding.
The submission of the bill to the consultative body will imply that any eventual final approval will likely be postponed until after the summer, coinciding with the start of the new session period.
The initiative proposes a modification of the Urban Planning Law so that, in tense residential market areas, municipalities can curb speculative housing purchases through urban planning. Thus, acquisitions would be restricted to purchases for residing in the property, for a direct family member to reside in it, or for it to be used as habitual housing for rent, respecting the already established rent price limits.
The proposal contemplates, exceptionally, the possibility of acquiring a property other than the habitual one when it is the buyer’s only second residence and is located in another municipality. Furthermore, it reinforces the sanctioning regime of the norm by classifying as very serious infractions both the non-compliance with these restrictions and simulated legal transactions intended to evade them.
Donation of the body to science
The agenda also includes the full debate of the bill on the regulation and simplification of the donation of the body to science, registered by Junts, and against which Vox has presented a return amendment.
The proposal aims to establish a homogeneous regulatory framework that facilitates efficient and respectful management of donations, guaranteeing the rights of donors and their families and maximizing the use of donated bodies for healthcare training and biomedical research.
Among other aspects, the initiative includes the voluntary and free nature of donations, the principle of confidentiality, and dignified treatment of the body at all times; it creates the single registry of body donors to science in Catalonia to centralize data; it unifies procedures and forms, and sets common criteria for acceptance and exclusion of donation.
Likewise, it incorporates measures so that families do not have to bear the expenses derived from procedures or the transfer of the body and so that receiving centers have spaces for memory and homage to the donating individuals.
Book Five of the Public Finance Code
After the usual control session of the President of the Generalitat, Salvador Illa, and the councilors, the Chamber will hold the plenary debate on the bill for book five of the Public Finance Code of Catalonia, relating to treasury, debt, and guarantees, which faces a total amendment registered by Vox.
The Councilor for Economy and Finance, Alícia Romero, will be in charge of presenting the text, which represents a new step forward in the configuration of the Public Finance Code of Catalonia, given that the Parliament is already processing the Government’s bill that defines the general structure of this code and approves the first book.
This new project develops another of the 8 planned books, the fifth, which emphasizes the need for an annual treasury plan, incorporates the single treasury account principle as the core of treasury management, and details the different forms of debt.
