NEW YORK, June 03, 2026–(BUSINESS WIRE)–Academy Securities, the nation’s first Post-9/11 veteran owned and operated investment bank, today announced the appointment of Rick Kolman as Vice Chairman of Public Sector and Infrastructure Financing. Mr. Kolman transitions from his prior role as Managing Director, Head of Municipal Securities.

Mr. Kolman joined Academy Securities in 2017 as Managing Director, Head of Municipal Securities, building and leading the firm’s municipal platform over nearly a decade. Prior to Academy, Mr. Kolman accumulated 35 years of experience in the municipal securities industry, spending the majority of his career at Goldman Sachs. Mr. Kolman served as Manager of the New Issue desk, overseeing the pricing of more than $100 billion in debt. Later, he served as Co-Head of short- and long-term sales, trading, underwriting, and derivatives for the Municipal Department. Following his retirement from Goldman Sachs in 2008, he served as Vice Chairman of the Municipal and Infrastructure Assurance Company at Macquarie Bank before joining U.S. Bancorp in 2010 as Head of the Municipal Securities Department. Throughout his career, Mr. Kolman served on the Municipal Securities Rulemaking Board (MSRB) and on the Executive Committee of the Securities Industry and Financial Markets Association (SIFMA), including as Chairman of its Municipal Division.

During his tenure at Academy, Mr. Kolman served not only the firm’s clients, but also its mission, dedicating his time and talent to mentoring and supporting military veterans entering finance. This mission will continue for him in his new role, as he looks to help train the next generation of military veterans in Public Finance while also providing invaluable service to the firm’s municipal partners.

“Rick’s appointment as Vice Chairman reflects the extraordinary value he has brought to Academy and our clients,” said Academy’s Chairman and CEO Chance Mims. “His expertise in municipal markets and his decades of leadership at the highest levels of Wall Street make him the ideal person to help guide the firm’s continued growth.”

Mr. Kolman commented on his new role: “My 10 years at Academy Securities building out the Municipal platform while mentoring military veterans has been the highlight of my career. I look forward to my new role as Vice Chairman, working with Frank Oh who I have known as a colleague at Goldman Sachs and as a competitor. Frank is highly professional and well-suited to bring the Public Finance business to the next level. I am very excited to see his progress while continuing to mentor military veterans.”

Mr. Kolman earned a B.S. from Villanova University and an M.B.A. in Finance from New York University. In 2007, he was honored with the SIFMA Lifetime Achievement Award in recognition of his contributions to the municipal securities industry. He holds FINRA Series 7, 24, and 53 licenses.

“Rick has dedicated his career to the municipal markets, and he has done so with a genuine commitment to public service and to the communities those markets serve,” said Academy’s Vice Chairman Phil McConkey. “He has distinguished himself not only as a client-focused leader, but as a mentor to military veterans entering the financial industry.”
