Academy Securities Names Frank Oh to Lead Municipal Banking Expansion

Academy Securities has appointed veteran public finance executive Frank C. Oh as managing director and head of municipal banking, adding a senior municipal markets leader as the firm looks to expand its public finance capabilities and deepen relationships with government and infrastructure issuers.

Oh brings more than three decades of experience in municipal finance and capital markets, having worked on over $60 billion in financings for issuers across the country. His background includes senior leadership roles at UBS, Goldman Sachs and, most recently, Loop Capital, where he advised on large-scale municipal, transportation and infrastructure transactions.

The hire strengthens Academy Securities’ push into a municipal market that continues to play a central role in financing transportation systems, public facilities and other civic infrastructure projects. In his new role, Oh will oversee municipal banking activities, develop financing strategies for public-sector clients and help structure capital solutions for infrastructure and development initiatives.

Academy Chairman and CEO Chance Mims said Oh’s experience and industry relationships will support the firm’s continued growth in public finance. The company is seeking to broaden its reach among municipal issuers while expanding the range of financing products available through its platform.

A significant part of Oh’s mandate will involve developing new credit and securitization structures, an area of growing importance as municipalities seek more flexible financing tools to address capital needs, manage debt costs and fund long-term infrastructure investments. His experience working with issuers in New York, the Northeast and California positions the firm to pursue opportunities in some of the country’s largest and most active municipal markets.

Beyond transaction execution, Oh has built a reputation for assembling and mentoring municipal banking teams, an operational priority as firms compete for talent and specialized expertise in the public finance sector. His appointment signals an investment in expanding Academy’s municipal banking infrastructure as the firm seeks to increase its presence in a market dominated by larger Wall Street institutions.

Vice Chairman Phil McConkey said Oh’s experience leading municipal banking operations at several major financial institutions made him a natural fit to help expand Academy’s position in the sector.

Oh holds a Bachelor of Science degree from the Massachusetts Institute of Technology and an MBA in Finance from New York University’s Stern School of Business.
