Asturias clarifies rural property with a pilot plan

The Government of Asturias has launched, through the Land Bank, the Leader Rural Property Clarification cooperation project. The initiative is being developed together with the local action groups Alto Narcea-Muniellos, Alto Nalón, Bajo Nalón, Montaña Central de Asturias, Oscos-Eo, and Oriente de Asturias, in addition to the Montes e Vales Orientais association. This pilot program, endowed with 481,418 euros, aims to purify and clarify the situation of rural property, reinforce legal certainty, and facilitate the productive use of plots to achieve more efficient and sustainable management.

As detailed by the Principality in a press release, the project, coordinated by the Alto Narcea-Muniellos group, aims to provide solutions to the administrative problems affecting the Asturian rural environment, especially the existence of properties with imprecise ownership, discrepancies between records, and situations of abandonment linked to the lack of legal certainty.

The Director General of Forest Management, Javier Vigil, emphasized during the presentation the importance of advancing in the clarification of rural property as a tool to promote territorial development and optimize the sustainable management of natural resources. “Having clear and up-to-date information on property ownership is fundamental to favor the productive use of land, reduce conflicts, and generate new opportunities for the Asturian rural environment,” he assured.

Likewise, he highlighted the role of collaboration between the local action groups and the other involved entities, considering that “cooperation between administrations and territorial agents is key to facing complex challenges and building effective solutions that contribute to the future of our towns.”

Vigil recalled that the Principality already incorporates property clarification in its lines of action, a measure included in the “Pact for the Rural Environment,” signed in February, and in the Forest Plan currently being processed. He also alluded to the figure of the Jury of Common Ownership Mountain Forests, which intervenes to clarify ownership at the request of the owners, as well as the demarcation of public utility forests carried out by the Ministry of Rural Environment and Agricultural Policy, which also contribute to ordering property.

The project presented contemplates the identification and regularization of rural properties with ownership problems or registry ambiguity, along with the updating and coordination of cadastral and registry information to ensure greater coherence between the different databases. Likewise, it will facilitate the incorporation of land into the Regional Land Bank Commission and promote its agricultural and forestry use, which will allow for the recovery of currently underutilized or abandoned areas.

Among the specific objectives, the plan aims to reduce conflicts related to ownership, reinforce legal certainty in purchase, sale, and inheritance transactions, and promote sustainable productive activities that enhance the value of rural land, prevent its abandonment, and help preserve biodiversity.
