State audit reveals Union Parish school employee used taxpayer property for personal gain

MONROE, La. (KNOE) – A state audit is raising questions about how a Union Parish School Board employee used taxpayer property for personal gain and why no one has been held accountable nearly a year and a half later.

According to a state audit, former Central Office Supervisor Robby Lindsay admitted to directing another employee to forge a signature on a lease for school board land. The audit says Lindsay personally used a camp on that property with utilities billed to taxpayers.

The alleged utilities billed to the school board for the property are estimated at $1,500 to $2,000.

The issue was first discovered in November 2024. Lindsay retired in January 2025 with no disciplinary action. The audit shows no insurance claim was filed to recover the financial loss, and taxpayers have not been repaid.

Across more than two dozen board meetings since the investigation began, the school board has never addressed the alleged incident.

Superintendent Cathy Stockton took office one month after the issue was discovered and said she inherited the financial challenges that came with it.

“It took us a while to get our hand on the budget and get it under our control. We’re in a better situation now than when I came here,” Stockton said.

The Union Parish Sheriff’s Office confirmed the investigation into Lindsay is still ongoing and that investigators are waiting on more documentation from the school board.
